The power schematic on the bottom is to power the 3 and 4v requirements of the chips right? Thats a nice little project.

Yes. I used max232 which was available and it requires 5V supply. Of course, you can use max3232 and you don't need 4.5v supply in this case.The power schematic on the bottom is to power the 3 and 4v requirements of the chips right?
